Employers with International background screening programs will continue to expect greater proficiencies and features from their background screening providers such as multilingual capabilities and a candidate experience that is not U.S. centric but geographically appropriate, according to the “ESR Top Ten Background Check Trends” for 2021 compiled by leading global background check firm Employment Screening Resources® (ESR).
In June 2020, the Professional Background Screening Association (PBSA) and HR.com released the 4th annual industry survey entitled “Background Screening: Trends and Uses in Today’s Global Economy.” The survey found that 85 percent of organizations said access to international background screening capabilities was important, with 57 percent of them saying international screening was important to their organization directly.
Furthermore, 24 percent said their organization conducted criminal background checks for candidates both within and outside the United States. The PBSA – which has councils in the U.S., Canada, Europe, and Asia-Pacific – has long recognized the value of international screening capabilities and rebranded from its former name of National Association of Professional Background Screeners (NAPBS) to be an international organization.
Having multilingual capabilities is essential for companies with employees around the globe as well as non-English speaking workers in the United States. ESR supports online applicant facing language localization in a number of foreign languages including character-based languages such as Chinese, Japanese, and Hebrew. Language localization enhances the applicant’s experience and improves confidence in the screening process.
Compliance with foreign laws is another critical aspect of international screening. For example, the General Data Protection Regulation (GDPR) is a regulation that strengthened and unified data protection for all individuals within the European Union (EU). ESR had incorporated fully compliant GDPR policies, procedures, and technologies to help U.S. employers screen EU residents by the time enforcement began on May 25, 2018.
In addition, the EU-U.S. and Swiss-U.S. Privacy Shield Frameworks were designed to provide companies on both sides of the Atlantic with a mechanism to comply with data protection requirements when transferring personal data from the European Union and Switzerland to the United States. ESR annually submits certification of its adherence to the EU-U.S. and Swiss-U.S. Privacy Shield Frameworks and is listed on the Privacy Shield website.
Individual international background check searches that are available to U.S. employers in a better and more streamlined process include (in alphabetical order) addresses, adverse media, bankruptcy, civil records, directorships, driving abstracts, education, employment, financial reports, global sanctions, identity checks, illicit activities, licenses, passport verifications, references, right to work, and terrorist and watch lists.
